You can try achieving this from the portfolio element settings using its various options as shown in the attached screenshot.

Thanks for the speedy reply – but i didn’t see any of those options that:
*all examples have the tags as links. I want/need to disable this
There isn’t any exact theme option that matches all of your stated requirements so i what i suggest you try the various provided theme options and just use the options that fulfil most of your requirements.
Then share me the page URL from your site where it is displaying and tell me which options are remained to implement so that i can check whether it is possible to implement them developing custom code.

This is visually 99% of the way there (it is using Overlay 4). But functionality wise, there are 3 tweaks required (and 1 would be nice tweak):
But like i said above, the first 3 points are the critical ones.
You can try achieving it by adding the following CSS code in the Custom CSS code option of your theme on the below path.
Admin Area -> Appearance -> Theme Settings -> Custom Code -> CSS Code
