in my website , there’s no page for blog
but how i can delete the blog page on my website as everyday im getting a lot of notification that someone publish a new blog and did a comment
so i want to delete totally the blog from my website

Just make sure you have not published any blog post on your site and their comments are disabled.

every time i delete them
the blog appear without any condition so i need to delete the blog post page or plug in

I logged into your site and there isn’t any blog post in it as shown in the attached screenshot so there isn’t any way to display blog posts on your site.
Have you deleted the blog page on your site now?

It is not a blog but blog post and it doesn’t get created automatically and the theme does not have anything to do with it.
Some user or plugin or any script used on your site must be creating it which you have to find out.
I thought Duplicator plugin might have created it so I have disabled it on your site.
