In the demo of the jevelin freelancer theme there is a navigation bar (home and portfolio pull down button). I have installed this theme and now upating it with my photos and information. But in the installed theme on my page there is no navigation bar. How to add the navigation bar in this theme (as shown in jevelin.shufflehound.com/portfolio-freelance/)

Sure, please try going to Appearance > Menus and create a new navigation (if you don’t have it already) and assign it to Header Navigation.
