How can setup which posts should be shown as a related post below the blog posts?

Those posts are automatically displayed there related to the post and you can’t control which specific posts to display there.

What is this relation based on? Tags?
It displays the posts from the same category that the current post is assigned but if the posts in that category are less than 4 then the random posts are displayed.
