Our design/theme keeps breaking and we can’t figure out how to fix it 🙁

Attached is what it’s meant to look like and here is a link as to what it looks like now – https://catinaflat.blog/en/

We keep ‘rewinding’ and it looks good for a few minutes and then breaks again. Any ideas as to why?

Also when we try and go into the Jevelin Dashboard in WordPress to try and access the Theme Settings we get:
