It seems from your shared screenshot that this is happening because of the custom header template that you are using so instead please use any other header templates such as Header 1 or Header 2.

How do I change the hover color of the arrow that scrolls back up to the top? (see pic)

You can change the hover color by adding the following CSS code in the Custom CSS code option of your theme on the below path.

Admin Area -> Appearance -> Theme Settings -> Custom Code -> CSS Code

how do I do the same for footer links?
