It is a parallax effect that you can enable in the theme footer settings as shown in the attached screenshot.

It seems you have created your site custom footer using the WPBakery page builder so that option won’t work for your custom footer.
To achieve this for the custom footer, you have to develop custom code in the child theme of the Jevelin theme.
