Is there any way to add a custom menu under the main menu on every page?
The Secondary Menu option is missing.

Yes you can add sub menu to the navigation menu but I ma not sure what you meant by custom menu and secondary menu so could you please describe it a bit more in detail?

Yes the Gillion theme https://gillion.shufflehound.com/ supports submenu as shown in the attached screenshot.
To display it same as your shared screenshpt, you have to develop custom code in the child theme of Gillion theme.
Developing custom code for custom functionality is beyond the scope of support that we provide here.
