Resolved for me.
Problem was with shipping adress and not billing adress
I’ve just replace
select#billing_state.select2-hidden-accessible { by select#shipping_state.select2-hidden-accessible {

I’ve exactly the same problem when customer have a diferent adress for delivery.
The custom code <span lang=”en”>does not correct the problem.</span>
