I need to access your site to provide you CSS solution as there isn’t any option to achieve this.
If your site is not accessible then you can try achieving this using Yellow Pencil editor as described in the below page.

The header banner settings screenshot that you have displayed only displays ad banner in the header.
To display ad banner in the middle of the page, please edit the page using visual page builder and add text block content element in which you can add ad banner code.

You have to edit and configure those sections to change the stories.

To achieve this, you have to add footer text in the text widget in the footer widget area as shown in the attached screenshot.
I could confirm the issue on my test site, therefore, notified the theme developer about this so that it will be fixed.
The issue will be fixed ASAP.
In the meanwhile, you can remove it by adding the following CSS code in the Custom CSS code option of your theme on the below path.
Admin Area -> Appearance -> Theme Settings -> Custom Code -> CSS Code

Solution for this topic
All the stories that say 2 years ago are the sample stories, when i delete them, the big pictures on top are not populated with the new stories. the only section that updates seem to be the LATEST POST. – the other sections are not new stories but only sample data
The top stories are not the latest stories but stories from specific categories that you can configure by editing the page.
Regarding footer, please see screenshot, is there a way to have it on the right of the Hot Tags Section?
Lastly can you also advise how to get rid of the share button in the header, attached screenshot
