When I use page builder to add sections and elements on a page, it creates a gap of white space at the top of each page. However, we I don’t use Page Builder it doesn’t have the white space. It appears to be a padding issue but if I change the padding it appears to change other elements on other pages.

Hi there,
This extra white space is coming from element section, which adds 100px in top and bottom. If you want to remove it, just edit padding option.
Note: If you add element without a section, section will be rendered anyways to create your page structure.
