So Google pagespeed is suggesting I use lazy loading of images, but it is enabled in the Jevelin theme settings, so why is it apparently not working?

The theme Lazy loading only handles theme related images so your site may contain images which are not loaded using Lazy loading technique in that case you have to use the external solution as listed below.
