I just bought and uploaded the Gillion theme. When I go to Gillion | Theme Settings or Gillion | One Click Install, I get the 403 error (see attached screen shot).
If I revert to the Typology theme, there is no issue.
If I disable all plug ins, the issue persists.
I am on WP version 4.9.8

Sorry to hear of the problem you are having.
I have tested it on my test site and it’s working fine for me using latest version of Gillion theme.
You can resolve 403 Forbidden error as described in the following page.

I did a clean install from Pressable and the problem persists. The private information field contains a URL, user and pw for your troubleshooting.

In addition to my previous reply, I tried a clean install of WordPress on another hosting provider – BlueHost. Unfortunately, I got the very same result.
BlueHost is just another example of the same issue. Pressable is where I will run this Theme (I hope)

Solution for this topic
I logged into your shared site and saw you had not installed theme required plugins as shown in the first attached screenshot.
I installed those plugins and it is working fine now.
Could you please confirm?
Also in your recently shared site you are using outdated version of PHP as displayed in the second attached screenshot so please update it to the latest version by contacting your web host.
