Is it possible to achieve the design and add links to the image, silimar to the bottom section of this website. The last section on the bottom before the footer called, Visit Our Showroom. See how there’s a circle and then the cities are clickable?

Yes you can try achieving this using slider revolution layers but there isn’t ready made solution of it.
