I have tried every variation of setting and cannot seem to get the footer widgets to appear. Please advise. http://109.199.127.228/~pricegro/blog/

Sorry to hear of the problem you are having.
I can see you are using older version of theme on your site so could you please update the theme to the below latest version?
You can update it by either deleting existing theme and then install latest theme version of it or use the following plugin to update the theme.

After activating the above plugin just install the downloaded theme on your site.
You won’t lose your site content after updating the theme but for safer side you can take backup of your site before updating the theme.
Also please make sure you are adding the widgets in the footer widgets area as shown in the attached screenshot.
This can be child theme issue on your site so to confirm it just temporary use the Jevelin theme instead of child theme on your site. If everything works fine then it’s your child theme issue so just share me your child theme so that i can troubleshoot it.
