Right now the home page has the default theme layout. I need to create three columns on the page in the ratio of 35% 35% and 30%. The first column will hold the latest posts, the second column will contain the content of a post that I can pick, the third column will hold the static blog widget section.

It can be done via page builder, we would recommend to use Elementor.
In this case it seems that you just need to add two columns in the page builder section. One 70% with blog posts element and other 30% for the blog widgets.
If needed we can offer paid support where we do extra customizations.
