This is happening because you are using incorrect video URL in the Video content element as shown in the attached screenshot.
You can see if you visit the video URL directly https://quirks.essexwebdesignstudio.com/wp-content/uploads/2017/12/Cartoon-updated-August-2017.mp4 then it doesn’t exist so please make sure it exists and use correct URL.

I’m trying to edit blog page and set blog posts per page as 15 but it still doesn’t show up (please see attached image).
Could you please try changing it from your site reading settings as shown in the attached screenshot?

What is the easiest way to customize this and how to use page builder on this page?
Blog page is dynamic page and not static page so you can’t edit it using page builder.

To achieve that you have to copy the function gillion_nav_wrap_login code added in the theme file /gillion/inc/helpers_extended.php on line number 518 and add that function in the functions.php file of Gillion child theme.
Then change that copied function gillion_nav_wrap_login code however you want to.
