I’ve been receiving a lot of comments that the default Jevelin formatting of the block quotes is deceiving–most people think they are two “6” rather than a quote formatting.
Could you please share the page URL from your site where it is displaying so that I can help you?
Is there any way to replace that without CSS.
It is displayed using CSS so I am not sure why you want to replace it without CSS.
Please advise.
And if not, what’s the name of the block quote on Jevelin so I can format it myself.
It is a HTML blockquote tag.

Please make sure that you have not set any Header Background Image in the theme Styling settings as shown in the attached screenshots.
You can use it for the pages as shown in the attached screenshot.
If you want to use it for other post types then please enable it in the WPBakery Page Builder Settings as displayed in the second attached screenshot.
It is already mobile responsive so I am not sure exactly what you want to achieve so could you please tell me a bit more in detail?
If you can’t share the link where it is dispalying then please share me a bit more details about it by sharing the screenshots.
Are you creating the testimonials using WPBakery page builder or Unyson page builder or any other page builder?
In which field are you adding the web link and what markup have you used?
Are you talking about the notice displayed by the theme Notice settings as shown in the attached screenshot?
If yes then you will find its code in the theme file /jevelin/inc/templates/notice.php

In WordPress the link to js script, css are not added in header.php file but added using the hook wp_enqueue_scripts
You can add it to your site by using any of the below solutions.

I logged into your site and disabled the Jetpack option as shown in the attached screenshot which made it display images.
