I did not find any overlay effect that fulfills all your requirements so you can try using an overlay that mostly matches your requirements and then develop custom code to achieve the remaining requirements.

I achieved the same on your staging website by removing body background image and setting the background image to row as shown in the attached screenshot.

Please make sure that you are using below latest version of the theme.
Then delete WpBakery page builder and Slider Revolution plugins from your site Plugins section and reinstall them from Admin Area -> Appearance -> Install Plugins

Please note that you can only edit the page using the same page builder that you used to create it so if you have used WPBakery or Unyson or any other page builder then please use the same page builder to edit the page.
Please do not switch between page builders or else you will lose the content so choose the page builder that you want to use initially when you create the article content.

You can achieve this by enabling titlebar and right sidebar in the theme settings as shown in the attached screenshots.
As requested above, please share the admin user credential by adding them in the box having text “Enter your private content here (only you and forum moderators will be able see it)”.
It is a limitation of the mobile browser as described in the above shared links.
I have resolved the issue using below custom CSS code so could you please check it now?
