Cloning page is not a theme functionality but plugin functionality as in WordPress themes are only meant for display/styling/layout purpose and plugins provide functionality.
To clone pages, you can try using plugins such as “Duplicate Page”.
We have also created a tutorial on how to duplicate page in WordPress.
