No, it won’t be a new option for the theme. This is outside the scope of WordPress themes as the primary purpose of the WordPress theme is to design the site and not develop the functionality of the website.

You can achieve it by adding the following CSS code in the Custom CSS code option of your theme on the below path.
Admin Area -> Appearance -> Theme Settings -> Custom Code -> CSS Code

You can get that section edit popup by editing the page and then editing the section element displayed in the page content as shown in the attached screenshot.
I logged into your website and saw you were using some wrong HTML code on the homepage of your website as shown in the attached screenshot causing the issue.
I have disabled the section having that HTML code and the contact form section started working fine now.
