I could confirm the issue on my test site that the titlebar background image does not display, therefore, I notified the theme developer about this so that it will be fixed.

Could you please test it on a different browser?
Also, This can be a child theme issue used on your site so to confirm it just temporarily use the Jevelin theme on your site. If everything works fine then it’s your site child theme issue.

Could you please share the page URL from your site where the titlebar background image is not displaying so that I can troubleshoot it?
I have set it again by editing the Page Settings of the home page as shown in the attached screenshot.
