I am not sure why it is not working for Gillion widgets but you can ask this to Widget Icon plugin developer.
I found the website https://www.todaylead.com using the Gillion theme and can add icons or images to the widget title, did you know that you can show me how to do that?

This is happening because you are using Home page menu item which links to page and you can’t edit URL of it. Instead you should use Custom Links menu item.

You can try resolving this issue it by adding the following CSS code in the Custom CSS code option of your theme on the below path.
Admin Area -> Appearance -> Theme Settings -> Custom Code -> CSS Code

I can see it is displaying fine on mobile visiting your shared site as shown in the attached screenshot.

It seems this is happening immediately so you don’t notice it.
Please try increasing animation delay and also try changing animation type from pulse to anything else.
