Well, the dropdown shouldn’t be even visible on mobile devices as mobile devices don’t have a hover feature and should open the cart page instead (we are not sure why it is even visible). We created a custom CSS, so you can hide it completely on the mobile devices:
.sh-header-mobile .sh-nav-cart ul.sub-menu { display: none!important; }

It seems that there could be some issues with the API permissions.

About the framework upgrade it is only meant for the page/post and theme settings. It won’t be related to the Unyson page builder or the WPbakery page builder in any way. It is also possible, but not recommended to upgrade to the Redux framework and keep the Unyson plugin active for the page builder settings, but it may cause some issues in some cases.

We are not sure which plugin you are using for this purpose, so we can only recommend trying other plugins and seeing if that works. Different plugins will create this functionality in different ways, so it is possible that in other plugins it will work just fine.

WPBakery page builder allows cloning elements and rows. Unfortunately, it seems that cloning the column itself isn’t possible.
You can save rows and elements as templates under the gear icon at the top right window (in the edit window).
