You have to activate the Jevelin theme on your website and then you can install it from the below path.
Admin Area -> Appearance -> Install Plugins
If you can’t do this on your live website then please install it on your local site and then copy the plugin folder from the below path.
/wp-content/plugins/js_composer/

I visited your shared website but didn’t see any line of CSS code at the bottom of the footer so could you please share the screenshot of it?
Also, please test it clearing your browser cache.
The sticky header means the header that scrolls with the page scroll as displayed on the below demo website.
It’s working fine for me by opening the email client on my computer.
You have to just deactivate the page loader on that page. You can deactivate it by adding the following CSS code in the Custom CSS code option of your theme on the below path.
Admin Area -> Appearance -> Theme Settings -> Custom Code -> CSS Code

It seems this is happening because the WordPress ajax file is restricted on your server as shown in the attached file so could you please contact your web host to resolve it?

I think you don’t need this plugin so you can deactivate it and then check the javascript issues.
