The theme changes color of the Topbar text and this is not a text but a link.
The above shared code is not working on your website because you have not used it as it is on your website.
You have changed #FFF to #FFFFF which is incorrect.
Please either use #FFF or #FFFFFF

We will implement the feature to make site wide changes in the future version of the theme.
In the meanwhile, you can achieve this developing custom code in the child theme of Gillion theme.
