However, in the Portfolio when adding a new project or editing a previous project the photo gallery and cover image options are not there with Classic Editor
It displays fine for me using Classic editor as displayed in the attached screenshot.
Do you not get whole Page Settings option or anything specific?
These are pages that you can either create yourself manually or import demo content as displayed in the attached screenshots.
I can see in your shared screenshot that you have already installed the WPbakery page builder plugin on your site so what is your question now?

The option to add a temporary user isn’t under the user’s tab for some reason
There isn’t any temporary user option in the WordPress. What I meant that you create an user account and delete it later when we will finish troubleshooting.

Are you using Google map content element on your site?
Please try deleting and reinstalling the theme on your site.
If it doesn’t resolve the issue then would you mind if I log in to your site and do some troubleshooting? If this is ok then could you please temporary share me your site admin log in details privately by adding them in the box having text “Enter your private content here (only you and forum moderators will be able see it)”?

How have you changed the header image causing this issue?
