Is there a change log somewhere I can look at?
Yes, the theme contains changelog.txt file as shown in the attached screenshot.
I just installed and tested 3.9.1 and the CLS issue is still there.
Could you please share your site URL where it’s happening so that I can troubleshoot it?

This can be due to plugins used on your site so please try temporarily deactivating all plugins except Unyson, Redux framework, and WpBakery page builder plugins and see whether everything works fine and then enable the plugins one by one to see which plugin is generating it if any.
