Oh, that is located under a different place: Templates (in the admin sidebar) > Saved Templates > Header (tab). There select the header you want to edit and click on Edit with Elementor.
Otherwise, the easier option would be to open a page where the header can be seen (in front-end), and in the admin topbar hover Elementor and choose the header from the dropdown (it will have a header tag).
After the Elementor page builder is loaded just click on the search icon and on the left side, there will be the element options.

First, you can try to remove and install the Unyson framework plugin again.
If that doesn’t work and you don’t use the Unyson page builder we recommend upgrading away from the Unyson framework plugin to the Redux framework.

After the setup, you can enable it for the header section under advanced tab.

About both of the issues, we would like to ask again if it is possible to get access to the theme settings, so we can debug it and figure out why it is not working. Without access, it is much hard to solve it. Currently, the only thing that we can offer would be to create a custom CSS.
